Stourmouth Protestation Returns, 1641

By the close of 1640, King Charles I faced rising discontent. Parliament had compelled him to accept constitutional changes that expanded their authority, and the nation soon divided into two camps: the Royalists (or Cavaliers), loyal to the King, and the Parliamentarians (or Roundheads), who demanded political and religious reform.

On 3 May 1641, the House of Commons ordered all of its members to make a formal declaration of loyalty to the Crown—a measure endorsed by the House of Lords the following day. This declaration, known as the Protestation, affirmed commitment to the Protestant faith, allegiance to the King, and support for the rights and privileges of Parliament. Soon after, every Rector, Churchwarden, and Overseer of the Poor was required to appear before their local Justices of the Peace to swear this oath in person.

Those officials then returned to their home parishes, where they were instructed to administer the same oath to all men aged 18 and older. Anyone who refused was to be recorded and presumed to be Catholic. The resulting lists—known as the Protestation Returns—document the names of all men in each parish who swore the oath.
